City Council

The City Council is composed by seven members who are elected by voting citizens, residents of Baker City. The Councilors select one of its members to serve as Mayor for a two-year term.

Dennis Dorrah, Mayor

Most important asset of the City: City Staff
Main term-goal: To see that the City meets the current and future needs of our citizens, primarily in the areas of police, fire, ambulance, water, wastewater, and other services. And to provide a favorable environment for business so that jobs will be created thereby guaranteeing that we will retain our youth and secure a favorable future for Baker City.
Like the most in our town: The citizens. We have the friendliest folks anywhere.

Mayor Dorrah came to Baker City after being "spotted owled" out of the timber processing industry and purchased York's, a well known business that was established in 1925 and which he continues to operate. Dennis Dorrah has three children and thirteen grandchildren. His hobbies include backpacking, hunting, fishing, and wood working.


Sam Bass, Councilor

Main term-goal: To make Baker City a better place to live.
Like the most in our town: The people and the city's location and beautiful scenery of the mountains.

Councilor Bass, originally from North Carolina, came to Baker City in 1961 serving the U.S. Air Force. He fell in love with the city and married a local girl Nora Colton with whom he had three children.


Aletha Bonebrake, Councilor

Most important asset of the City: The integrity of its historic heritage, beauty and livability.
Main term-goal:To preserve and enhance our assets and livability with planned growth and economic development.

Councilor Bonebrake is a retired librarian. In 1983, she earned a degree in Masters Library Science from the University of Wisconsin-Madison. She worked as the Director of the Baker County Library District for 22 years. Being a City Councilor is just one of the many activities she is involved. Aletha Bonebrake is also a trustee of the Oregon State Library and participates on boards of Northeast Oregon Heritage Fund and Northeast Oregon Regional Advisory Council of the Oregon Community Foundation. She is the Vicar of St. Stephen's Episcopal Church, Baker City.

Most important asset of the City: People who want to work together to improve our community, and show it by giving their time, energy, and financial support.
Main term-goal: To provide responsible, consistent government oriented toward improving economic activity and stability.
Like the most in our town: Friendly, caring, small-town attitudes of the people.

Councilor Button is a retired biologist, active community volunteer, supporter and participant in local arts activities.

Main term-goal: To be helpful to a city work force that is as good as any I have ever experienced.
Like the most in our town: It is old, elegant, and well preserved. It has a deep history. Baker City is located in a most agreeable part of the world. Our professional communities are first rate. The people are first rate.

Councilor Pope is a retired Circuit Court Judge and a lawyer since 1961. He has been married to the beautiful Gayl Kilpatrick for the last 54 years.
